Public institution ordering
Public institutions tick one box at checkout, and you show them only the payment and delivery that suit them, optionally sending a quote first.

About the module
What it does.
"Pay-later should be for public institutions only, everyone else pays up front." If the same payment method is open to everyone, customers you do not trust will use it too.
What it looks like in practice
A school buys equipment in your shop. At checkout it ticks "Order for a public institution" next to the address and enters an e-mail for the e-invoice. Other customers do not see this option; the school gets only the payment you set for it, and a purchase order number. If you switched on the quote choice, the school can ask for a quote first: the order gets its own status, no order confirmation is sent, and the customer receives a message that the quote will be prepared for review.
What changes
- Payment for institutions only. The chosen payment method (purchase order by default) is shown only when the customer ticks the public institution box, and optionally only to chosen customer groups, which is real credit control.
- The only method for institutions. You can decide that once the institution box is ticked, only this payment method remains (payment by gift card stays).
- Purchase order number and e-invoice. You can require the purchase order number or leave it optional. The e-invoice e-mail is stored on the address and on the order.
- Quote first. An institution can choose "I would like a quote": the order gets the status "ponudba", the customer receives a message that the request was received, and you review the order and move it forward by hand.
- Delivery for institutions. You can hide the chosen delivery option (a flat price by default) from everyone who is not flagged as an institution.
Who it is for
For shops that sell to schools, kindergartens, municipalities, health centres and other public buyers and want to offer them pay-later or e-invoice terms without opening them to everyone.
How you set it up
Settings are in the admin under Stores › Configuration › Magelan › Public Institutions. The fields "Order for a public institution" and "E-mail for e-invoice" appear with the customer's address. The module is meant for the standard Luma checkout.
Good to know
- The module is switched on by default and on install it restricts the purchase-order payment method and the chosen delivery option; check the settings before going live.
- The checkbox at checkout is the customer's own declaration. For real credit control also limit the payment to customer groups.
- We adapt the display of the checkbox, the e-invoice field and the quote choice to your theme, because checkouts differ between shops.
- The module does not create quotes or proforma invoices: you prepare and send the quote yourself and move the order forward by hand.
- The module does not track payment terms or credit limits. For the pay-later method itself we combine it with the Deferred payment module.
- When you create an order by hand in the admin, the restrictions do not apply.

Installation
How to install it.
We install the module from our repository with Composer. We send you the user name and access key for the repository after purchase. If you prefer, we install it for you.
In the root of the Magento 2 store run the commands (replace UPORABNIK and DOSTOPNI_KLJUC with the user name and access key you received):

In the admin open Stores › Configuration › Magelan › Public Institutions.
- In the payment restriction group switch the module on and enter the code of the payment method you restrict (default purchaseorder).
- Decide whether the checkbox is required, whether this is the only method for institutions, whether the purchase order number is required, and optionally limit it to customer groups.
- In the quote group switch on the "I would like a quote" choice and check the order status (default ponudba).
- Check the checkout: the address should show the public institution field, and other customers should not see the restricted payment.
Where do I get the user name and the access key?
After the purchase we send you the access key by e-mail. Keep it safe: for security it is shown only once and we do not keep it in readable form. The user name (your project code) and all the commands, ready to copy, are in your account under My account > Module licences.

- An order paid online (card, wallet) never becomes a quote request; the request status and the missing confirmation email apply only to offline payments (purchase order, bank transfer).
- Default labels and texts are in English with Slovenian and Croatian translations.
- Checkout errors no longer show technical details to the browser.
- Restricting the shipping method is off by default. Shops that already have addresses marked as a public institution keep the old behaviour.
